Arctic air will relinquish its grip on the Northeast on Monday. A storm system will trigger showers and thunderstorms from the Upper Midwest to the Gulf Coast. Some storms may produce locally gusty winds and heavy downpours. Howling winds and snow will slam the Dakotas, while dreary, damp and cool conditions continue in the Pacific Northwest.
